A. Except for the positions set forth in Minnesota Statutes Section 364.09, the City will not reject an applicant for employment on the basis of the applicant's prior conviction unless the crime is directly related to the position of employment sought and the conviction is for a felony, gross misdemeanor, or misdemeanor with a jail sentence. If the City rejects the applicant's request on this basis, the City shall notify the applicant in writing of the following: 1\. The grounds and reasons for the denial. 2\. The applicant complaint and grievance procedure set forth in Minnesota Statutes Section 364.06. 3\. The earliest date the applicant may reapply for employment or issuance of a license. 4\. That all competent evidence of rehabilitation will be considered upon reapplication. The city council of Nowthen finds there is a need for additional alternative methods of enforcing the city code. While criminal penalties and civil litigation have been the most frequent enforcement mechanisms, administrative enforcement of the city code will increase compliance, will encourage citizens to become more receptive to enforcement efforts, will be more informal and will keep many violations out of the district court's criminal justice system. The use of administrative citations is a legitimate, cost-effective, and more efficient alternative method of enforcement of the city code. 1-5-2: Scope. Administrative enforcement is an effective way to promote the health, life, safety, and welfare of Nowthen residents. This method of enforcement shall be in addition to and not exclusive of any other legal remedy for code enforcement, including, without limitation, the filing of criminal charges or other civil remedies for code violations in an effort to achieve compliance.
