October Sheriff's report
Commander Heath reported 149 October calls for service in Nowthen, including two daytime RV-battery theft reports, a traffic stop that led to warrants and narcotics, and continued multiple calls at Bar None. No Council action was recorded.

Consent agenda approvals
The Council approved the consent agenda, including October 8 minutes, the Treasurer’s Report and claims, September financial reports, Nowthen Alliance Church Corner Ball field use, the 2020 Anoka County Sheriff’s contract, the 2020 Anoka County recycling agreement, and 2020 tobacco licenses. Consent items g and h were moved out for separate action later in the meeting.

Holzem lot split and flag lot CUP
After a public hearing with no public comments, the Council approved Chris and Sara Holzem’s lot reconfiguration and flag lot CUP for access to Driscoll Street. The packet conditions required dedication for a future Driscoll Street extension, deed restrictions against further splits until a public street is built and accepted, City Engineer review, emergency-vehicle driveway design, and a $3,380 payment toward Driscoll Street/Rolling Hills improvements before recording.

Guimont indoor storage IUP
The Council approved Dan and Julie Guimont’s Interim Use Permit for an existing home extended business offering indoor storage in two pole sheds totaling 4,960 square feet. Planner Stockman said the use had been operating for over 20 years and came to the City’s attention after a complaint about an online ad; the approval limited the use to indoor storage and carried the conditions in the packet.

Code enforcement education and process
Planner Stockman discussed code-enforcement education, saying outdoor storage and non-legal home businesses were major issues and that the City needed persistence and consistency. The Council gave direction for the information to be included in the Friday update, but no formal motion was recorded.

2020 road feasibility studies
Engineer Nelson reviewed potential 2020 road project areas and said updated feasibility reports were time-sensitive if the Council wanted to proceed. The Council approved updates for Ebony and Garnet; 189th, 190th and Dolomite; and Krypton Street, Merle’s Lane, 183rd Avenue and Potassium Street.

Recycle Center surveillance and access control
The Council chose Integrated Protection Systems as the vendor for Recycle Center surveillance and access control. The Council also approved project funding up to eligible grant expenses, with any extra work needing staff to work with Council Member Breyen or Mayor Pilon for a solution; the packet tied the project to a $20,000 surveillance earmark within the Anoka County waste abatement grant.

Alexandra House 2020 donation
After first considering using $500 from the hockey donation account, Mayor Pilon rescinded that motion when it was noted that the request was for 2020. The Council then approved Resolution 2019-75 for a $500 Alexandra House donation to be paid from the 2020 budget.

Elk River Youth Hockey donation and rink liner
The Council accepted the $9,643.30 Elk River Youth Hockey Association donation and then authorized staff to investigate and purchase a rink liner and supporting hardware, capped at $3,500 unless additional expenses are brought back to Council. The Clerk’s memo also noted a prior $500 A&B Welding ice rink donation and estimated rink liners at $3,500 to $5,000.
